Local warming: U.S. cities in front line as sea levels rise

NORFOLK, Virginia (Reuters) - The signs of rising water are everywhere in this seaport city: yellow "Streets May Flood" notices are common at highway underpasses, in low-lying neighborhoods and along the sprawling waterfront.

Built at sea level on reclaimed wetland, Norfolk has faced floods throughout its 400-year history. But as the Atlantic Ocean warms and expands, and parts of the city subside, higher tides and fiercer storms seem to hit harder than they used to.

Dealing with this increased threat has put Norfolk at the forefront of American cities taking the lead on coping with intense weather, from floods to droughts to killer heat, without waiting for the federal government to take the lead.

In Norfolk, home to the largest U.S. Naval base and the second biggest commercial port on the U.S. Atlantic coast, floods are a perennial problem that has worsened in recent decades, Assistant City Manager Ron Williams Jr told Reuters.

The relative sea level around Norfolk has risen 14.5 inches (.37 meter) since 1930, when the low-lying downtown area routinely flooded. The floods are worse now, because the water doesn't have to rise as high to send the river above its banks and into the streets, Williams said.

At the same time, severe storms are more frequent.

"We've had more major storms in the past decade than we've had in the previous four decades," he said.

Extreme rainfall events have increased too.

Williams does not call what's happening in Norfolk a symptom of climate change.

"The debate about causality we're not going to get into," he said.

Still, many scientists see the frequent flooding as consistent with projected consequences of rising global temperatures, spurred by increased emissions of greenhouse gases.

INFRASTRUCTURE PROJECTS PAY OFF

No matter what city leaders call it, some of their actions speak louder than words.

Williams said Norfolk, a city of 243,000, needs a total investment of $1 billion in the coming decades, including $600 million to replace current infrastructure, to keep the water in its place and help make homes and businesses more resilient.

Paying for it will be a burden, Williams said. The city is working with the state legislature and the U.S. Army Corps of Engineers, and hoping federal block grants will help too.

One proposed project, a flood wall to protect the historic Ghent neighborhood and others, would cost an estimated $20 million to $40 million.

Williams said a similar barrier completed in 1970 banished perennial floods from what is now the high-rise downtown. That provided a great return on a $5 million investment, Williams said, with $500 million in assessed real estate value in the area that used to flood but now doesn't.

These measures have made Norfolk a leader for other coastal cities on how to adapt to climate change, said Cynthia Rosensweig, a NASA climate scientist who advises New York City on its response. Rosensweig, Williams and others note that building resilience into infrastructure before disasters hit is far less expensive than rebuilding afterwards.

Henry Conde, a retired U.S. Navy captain who lives in Ghent, said he and his neighbors feel the flood threat viscerally: "There's a low-grade fever, so to speak, or an awareness throughout the year. People are always on edge."

Armpit-high waders, stand-alone generators and sump pumps are standard equipment for when the floods come and the power goes out, Conde said in an interview at his 115-year-old home. Winter nor'easters can be just as bad as summer hurricanes and preparing for the worst beforehand instead of mopping up later is simply an economic reality, he said.

Superstorm Sandy's strike on New Jersey and New York in late October heightened awareness of the need to prepare for incoming water. Sea levels are rising along almost every part of the U.S. coastline, except in Alaska, according to the National Oceanic and Atmospheric Administration ( http://tidesandcurrents.noaa.gov/sltrends/sltrends.shtml ).

Nearly three-quarters of U.S. cities see environmental shifts that can be linked to climate change, but they lag behind the rest of the world when it comes to planning how to adapt to these changes and assessing how vulnerable they are, according to a survey by the Massachusetts Institute of Technology and the non-profit International Council on Local Environmental Initiatives, or ICLEI.

U.S. cities have traditionally focused more on mitigating climate change than adapting to it, the opposite of most cities in the developing world, where vulnerability to climate-fueled natural disasters is already high, said ICLEI's U.S. program director Brian Holland.

More than 1,000 city leaders have signed the U.S. Conference of Mayors Climate Protection Agreement (http://www.usmayors.org/climateprotection/agreement.htm), in which they promise to try to beat global targets to cut greenhouse gas emissions in their communities and urge Congress to pass carbon-cutting laws.

But labeling it global warming can be dicey, given that there is still controversy, particularly among politicians, over whether human activity is contributing markedly to increasing temperatures.

"Given the politicized view of climate change in this country, it seems that some cities are emphasizing risk management - that way they can get on with the important tasks of reducing risk and safeguarding local residents and municipal assets," said MIT's JoAnn Carmin, author of the 2012 survey of 468 cities worldwide, including 298 in the United States.

Still, city leaders can often reach consensus and act more easily than some members of Congress can, said Jim Brainard, the Republican mayor of Carmel, Indiana, and head of the Energy Independence Task Force for the U.S. Conference of Mayors. One reason for this is that lobbyists opposed to climate measures rarely target mayors or other community leaders, he added.

ZTE Grand Memo hands-on

ZTE Grand Memo.

ZTE, like local rival Huawei, is desperately trying to establish itself as one of the bigger international smartphone players, focusing more and more on high-end "hero" devices. To that end, at a very businesslike (and rather awkward) Mobile World Congress press conference this week, the company revealed the Grand Memo. A 5.7-inch Galaxy Note-class device, the Memo incorporates high-end internals and a massive 5.7-inch 1080p display.

Officially, the Grand Memo runs Qualcomm's quad-core Snapdragon 800 CPU, though ZTE itself says the chipsets used will vary depending on country. For what it's worth, the company also had an NVIDIA Tegra 3-based Grand Memo on show at its MWC booth, however that device was unstable and extremely hot to the touch.

Other hardware notables include 2GB of RAM, 16GB of storage, 4G LTE support and a 13MP rear camera. The physical hardware of the Memo is standard smartphone fare -- a black slab with a plastic back and three buttons down below. On the back, a plastic battery cover. We saw several different back covers on the Grand Memo demo units at the show -- glossy, textures and matte versions in white and various shades of blue. Overall, the hardware is perfectly serviceable, if not outstanding.

Light Sensitivity and Multiple Sclerosis

Multiple Sclerosis and bright light may not mix. A rare bright and sunny day here on the edge of Europe and I?m just now realizing that the place I?ve chosen to place my desk looks directly into the afternoon sun. It brought to mind several warning labels on meds I once took which indicated ?sun sensitivity? or ?light sensitivity?.

A quick search around the web found several medications which I still have in the medicine locker that no longer carry said warning labels. I had to wonder if it was just my pharmacy that was no longer listing this side-effect (though I know which I have to take with food or milk, which I should use care when operating machinery, and the list goes on).

There are aspects of the disease MS that can cause sensitivity to sun having to do with optic neuritis and migraine. Most of the references I found had to do with medications; usually symptom management meds, but some disease modifying medications as well.

Seems odd that we are encouraged to get our twenty minutes of vitamin D via the sun every day (when possible) but at the same time, drugs we take that might help us actually get out into the sun may make us sensitive to it.

I cannot say that I recall having any adverse reaction to sunlight or that I felt particularly sensitive to it when taking the aforementioned drugs. I quite frankly don?t know if it was sensitivity in the eyes or the skin or what was purported to be so hyper reactive to that all to odd ball in my sky.

How about you? Have you had issues with sun sensitivity? Have you too noticed that the warning labels for this have gone away on your Rx bottles? In case some other folks are not aware of meds that may cause said sensitivity; how about you list those that you have on your shelf which warn about light/sun?

My list came from a search of articles by the NMSS. While not 100 percent relevant, over 160 links were listed. How about we talk about the sun while I go out and bag my limit for the day?

Few Quick Pasta Recipes - ArticlesWide.com

If you know how to make pasta, you can create delicacies of many kinds. Pasta recipes are easy enough to learn and there are so many kinds that you can have a different one every day of the month. One of the tastiest, and still easiest, among all Italian pasta recipes is Spaghetti Carbonara.

Preparation Time: 5 minutes

Serves 8 people

Ingredients:

One pound raw spaghetti

One tablespoon olive oil

Half a pound of diced bacon

One cup of cream

Two egg yolks

One cup of grated Parmesan cheese

Salt and black pepper

Preparation:

1. The packet of spaghetti will inform you on how to cook pasta. Boil the spaghetti in a slightly salted water till al dente

2. Heat the olive oil in another frying pan, and saut the bacon for 5-6 minutes.

3. Whisk the cream, cheese, egg yolks and salt and pepper in a separate bowl.

4. Drain the pasta and put it into a saucepan. Add the whisked mixture till it combines well. Add the bacon, mix it with the sauce and heat slowly. Make sure the flame is not so high that your eggs scramble. Your pasta recipe is ready to eat!

Another one of the great pasta recipes to remember is Spaghetti Bolognese. You can make it using simple ingredients from your very own kitchen and enjoy it as much as you would from any Italian restaurant.

Ingredients:

Quarter pound of ground chicken

Half a jar of Pasta Sauce

Salt to taste

Half a teaspoon of sugar

One tablespoon of olive oil

One cup of water

Quarter pound of Angel hair pasta

One cup of baby spinach

Freshly grated Parmesan cheese

Directions

Now for the best pasta recipe:

1. Saut the chicken for five to six minutes, till the shade changes from pink to light, light brown.

2. Add the pasta sauce to the chicken, cooking and stirring for around three minutes. Then add the salt, sugar, olive oil, water, pasta, and greens.

3. Keep stirring till it starts to boil, then turn the flame low, cover the pot and simmer. You have to keep stirring the mixture often so the bottom doesn't get burnt. Carry on with this process for around twelve minutes until the pasta has been cooked.

4. Serve with yummy pasta recipe with grated parmesan cheese.

Syria says it's prepared to talk with armed rebels

BEIRUT (AP) ? Syria said Monday it is prepared to hold talks with the armed rebels bent on overthrowing President Bashar Assad, the clearest signal yet that the regime is growing increasingly nervous about its long-term prospects to hold onto power as opposition fighters make slow but persistent headway in the civil war.

The offer, by Syrian Foreign Minister Walid al-Moallem during a visit to Moscow, came hours before residents of Damascus and state-run TV reported a huge explosion and a series of smaller blasts in the capital, followed by heavy gunfire.

State-run news agency SANA said there were multiple casualties from the explosion, which it said was a suicide car bombing.

The proposal marked the first time that a high-ranking regime official has stated publicly that Damascus would be willing to meet with the armed opposition. But al-Moallem did not spell out whether rebels would first have to lay down their weapons before negotiations could begin ? a crucial sticking point in the past.

The regime's proposal is unlikely to lead to talks. The rebels battling the Syrian military have vowed to stop at nothing less than Assad's downfall and are unlikely to agree to sit down with a leader they accuse of mass atrocities.

But the timing of the proposal suggests the regime is warming to the idea of a settlement as it struggles to hold territory and claw back ground it has lost to the rebels in the nearly 2-year-old conflict.

Opposition fighters have scored several tactical victories in recent weeks, capturing the nation's largest hydroelectric dam and overtaking airbases in the northeast. In Damascus, they have advanced from their strongholds in the suburbs into neighborhoods in the northeast and southern rim of the capital, while peppering the center of the city with mortar rounds for days.

Monday night's explosion struck about 800 yards (meters) from Abbasid Square, a landmark plaza in central Damascus. It was followed by several other smaller blast thought to be mortar shells landing in various districts of the capital. The blasts and subsequent gunfire caused panic among residents who hid in their apartments.

On Thursday, a car bomb near the ruling Baath Party headquarters in Damascus killed at least 53 people, according to state media.

While the momentum appears to be shifting in the rebels' direction, the regime's grip on Damascus remains firm, and Assad's fall is far from imminent.

Still, Monday's offer to negotiate with the armed opposition ? those whom Assad referred to only in January as "murderous criminals" and refused to talk with ? reflects the regime's realization that in the long run, its chances of keeping its grip on power are slim.

Asked about al-Moallem's remarks, U.S. State Department spokesman Patrick Ventrell said the offer of talks was a positive step "in the context of them raining Scuds down on their own civilians." But he expressed caution about the seriousness of the offer.

"I don't know their motivations, other than to say they continue to rain down horrific attacks on their own people," Ventrell told reporters in Washington. "So that speaks pretty loudly and clearly."

If the Assad regime is serious, he said, it should inform the U.N. peace envoy, Lakhdar Brahimi of its readiness for talks. Ventrell said the regime hasn't done that yet.

Andrew Tabler, a fellow at the Washington Institute, said called the offer "a sign of weakness."

"I think everybody knows, including Bashar Assad, that they (the regime) can't hang onto the whole country," Tabler said.

Mustafa Alani, an analyst with the Gulf Research Center in Geneva, said the regime has "reached the conclusion that they are heading toward a major defeat eventually, and this is the right time to negotiate."

"They are not losing miles every day, but they are losing substantial ground every day. So the regime is not genuine (in its offer) because it has changed, it's genuine because it is responding to a major shift in the balance of power on the ground," he added.

Alani cautioned, however, that the regime is also eager to keep the idea of talks alive in order to forestall any Western decision on arming the rebels. As long as the possibility of negotiations is still on the table, the U.S. and the European Union ? which have so far provided only non-lethal aid ? will be reluctant to open the flood gates on weapons for the opposition, he said.

"The whole regime tactic is to delay supplying arms, to buy time," Alani said. "The regime can show good will. Whether they're a viable partner or not is a different story."

It's also unclear who exactly the regime would sit across from at the negotiating table.

The dozens of armed groups across Syria fall under no unified command and do not answer to the Syrian National Council, an umbrella group of opposition parties that the West recognizes as the legitimate representative of the Syrian people.

At least one group offered a lukewarm response Monday to al-Moallem's proposal.

The head of one group, Free Syrian Army chief Gen. Salim Idriss, said he is "ready to take part in dialogue within specific frameworks," but then rattled off conditions that the regime has rejected in the past.

"There needs to be a clear decision on the resignation of the head of the criminal gang, Bashar Assad, and for those who participated in the killing of the Syrian people to be put on trial," Idriss told pan-Arab broadcaster Al-Arabiya TV.

He said the government must agree to stop all kinds of violence and to hand over power, saying that "as rebels, this is our bottom line."

Syria's 23-month-old conflict, which has killed more than 70,000 people and destroyed many of the country's cities, has repeatedly confounded international efforts to bring the parties together to end the bloodshed. Russia, a close ally of Assad and his regime's chief international advocate, offered Feb. 20, in concert with the Arab League, to broker talks between the rebels and the government.

With the proposal, which the Kremlin would be unlikely to float publicly without first securing Damascus' word that it would indeed take part, Moscow ratcheted up the pressure on Syria to talk to the opposition.

Russia has shielded Assad's government from U.N. action and kept shipping weapons to the military, but it is growing increasingly difficult to protect the regime as the violence grinds on.

Russian Foreign Minister Sergey Lavrov repeated his call Monday for Syria to negotiate with the opposition, saying before meeting al-Moallem that "the situation in Syria is at a crossroads now." He also warned that further fighting could lead to "the breakup of the Syrian state."

Past government offers for talks with the opposition have included a host of conditions, such as demanding that the rebels first lay down their arms. Those proposals have been swiftly rejected by both activists outside Syria and rebels on the ground.

Both sides in the conflict in recent weeks have floated offers and counteroffers to hold talks on the crisis.

In a speech in January, Assad offered to lead a national dialogue to end the bloodshed, but said he would not talk with the armed opposition and vowed to keep fighting. The opposition rejected the proposal.

This month, the leader of the Syrian National Coalition, the umbrella group for opposition parties, said he would be open to discussions with the regime that could pave the way for Assad's departure, but that the government must first release tens of thousands of detainees. The government refused, and even members within the coalition balked at the idea of talks.

Speaking to reporters Monday in Cairo, SNC chief Mouaz al-Khatib accused the regime of procrastinating and said it had derailed his dialogue offer by not responding to the coalition's conditions.

"We are always open to initiatives that stop the killing and destruction, but the regime rejected the simplest of humanitarian conditions. We have asked that the regime start by releasing women prisoners and there was no response," he said. "This regime must understand that the Syrian people do not want it anymore."

The coalition also finds itself at odds with its Western backers, and has said it will boycott a conference in Rome that is to help drum up financial and political support for the opposition. The SNC suspended its participation in the Rome meeting because of the indifference of the West and the coalition's Arab allies over the regime's attacks on the Syrian people in Aleppo and other cities.

Walid al-Bunni, a spokesman for the Coalition, said later Monday that the group has reversed its decision following a phone call between al-Khatib and U.S. Secretary of State John Kerry.

Al-Bunni told Al-Arabiya TV the decision was made based on guarantees al-Khatib heard from western diplomats that the conference would be different this time. He did not elaborate.

Kerry on Monday urged rebel leaders not to skip the meeting and insisted that more help is on the way.

Kerry made a public plea at a joint news conference with British Foreign Secretary William Hague and also called al-Khatib, leader of the Syrian Opposition Council, "to encourage him to come to Rome," a senior U.S. official said. The official spoke on condition of anonymity because he wasn't authorized to speak publicly on the matter.

Meanwhile, the fighting inside Syria rages on.

The Syrian Observatory for Human Rights activist group reported heavy clashes Monday near a police academy in Khan al-Asal just outside Aleppo.

Rebels backed by captured tanks launched an offensive on the facility Sunday. Observatory director Rami Abdul-Rahman said at least 13 rebels and five regime troops were killed.

In another part of Aleppo, rebels downed a military helicopter near the Mennegh airport, where there have been fierce clashes for months.

A video posted online by activists showed a missile being fired, a trail of white smoke and the aircraft going up in flames. Voices in the background shouted, "God is great!" as a man raised both hands in celebration.

The video appeared to be authentic and corresponded to other AP reporting.

Tom Izzo Questions Michigan State's 'Grit' After 68-60 Loss To Ohio State

COLUMBUS, Ohio -- Tom Izzo isn't happy with where his Michigan State Spartans are headed.

After being outscored by 14 points in the second half of Sunday's disappointing 68-60 loss at No. 18 Ohio State, the coach of the fourth-ranked Spartans took a hard look at his team as it heads into its final three regular-season games and the postseason.

"I haven't seen the same grit since after that Michigan game," he said of a 75-52 rout three games ago over the then-No. 4 Wolverines at home on Feb. 12. "We're not coming in not playing hard. We played hard against Indiana, they just beat us. I just thought today you give up that many layups ? 57 percent shooting in the second half ? they should run me out of town."

That isn't going to happen, not to a longtime coach with a 434-175 record, one national championship, six Final Fours and seven Big Ten titles.

But it's a mark of how dissatisfied he is with his team's play over the last three games that he continually reflected on what was plaguing the Spartans.

The loss crippled the Spartans' hopes of catching up with top-ranked Indiana, which now leads the Big Ten race by two full games with four remaining.

Freshman Gary Harris had 14 points, Derrick Nix 12 and Adreian Payne 12 points and 15 rebounds for the Spartans (22-6, 11-4), who have dropped two in a row after winning 11 of 12.

"Yeah, it's difficult. We put ourselves in a corner," Payne said of the situation the Spartans find themselves in in the Big Ten. "Now we have to win games. We have to win all of our games. It's tough, but it's something we've got to overcome."

There was plenty of blame to go around.

"It was a joint screw-up," Izzo added.

The Spartans have a week off until playing at archrival Michigan, then complete a stretch of four games against ranked opponents with a home game on March 7 against Wisconsin.

"The problem is when you're in a league where you play three, four or five ranked teams in a row, it takes its toll," Izzo said. "We did it a little early, and we're doing it again now. It all depends on how the schedule falls. You've got to survive."

Aaron Craft, who had scored just 17 points in his last three games, shredded the Spartans' defense on a succession of slashing drives right through the heart of the lane to score a career-high 21 points for the Buckeyes (20-7, 10-5).

The irony is that Michigan State did a terrific job on Deshaun Thomas, the Buckeye who came in leading the Big Ten in scoring at 20.1 points a game. He managed to make just 4 of 16 shots from the field, finishing with 14 points.

But Thomas did have a big 3-pointer that got Ohio State going after the Spartans built a 36-27 lead on Payne's baseline jumper 90 seconds into the second half.

Craft missed a shot that was tipped out to Thomas on the right side and he drained the long-range shot. It started a 24-5 run that flipped the game around.

"It was nine and they got the missed shot and Deshaun got the tip-out 3," Harris said. "That was the turning point of the game."

Yet the Spartans, who fell behind by as many as 10 points, weren't done yet.

Two foul shots apiece by Nix, Payne and Harris pulled them to 61-59, but Craft sped by Keith Appling for a lunging layup with 2:22 left.

After a free throw by Appling, Evan Ravenel, the only senior on Ohio State's roster, was fouled and he hit both shots to push the lead to 65-60 with 1:13 remaining.

Ravenel then blocked an Appling shot to end any possibility of a comeback.

Izzo was asked if this was a good time to have a week between games.

"It's a good time for a week off ? maybe two, three weeks," he said, his voice trailing off.

This could be a strenuous week for the Spartans, to say the least. The way Izzo talked, he might just be ready to push his players hard to impress upon them the importance of what lies ahead.

Samsung, on the eve of Mobile World Congress, has announced the Galaxy Note 8.0. It's a mid-size phone/tablet hybrid. The international (read: Non-U.S.) version will be able to make phone calls. (Though Samsung -- and we as well -- recommend doing so with a headset and not by holding it up to your head.)

The Galaxy Note 8.0 specs are nothing to sneeze at. It's powered by a quad-core Exynos processor running at 1.6 GHz, has a 5-megapixel rear camera and a 1.3MP shooter out front.  It's running Samsung's TouchWiz customizations on top of Android 4.1.2 Jelly Bean.

San Bernardino hire has twice declared bankruptcy

LOS ANGELES - The bankrupt city of San Bernardino has hired a new city manager who, according to court filings, has twice declared personal bankruptcy and was recently ousted from the board of a small community's water company after being sued by shareholders.

The city council voted unanimously on Tuesday night to hire Allen J. Parker, 71, as its city manager on an annual salary of almost $222,000. He replaces an interim city manager who resigned last month because, according to friends, she was exasperated by the city's internal divisions.

The interim city manager, Andrea Travis-Miller, could not be reached for comment.

Pat Morris, the mayor of the city in California, praised Parker's "wealth of city management experience" and expressed "great confidence" in his ability to oversee the city's affairs. Parker, who began working in the job on Wednesday, will be crucial in guiding the city of 210,000 people through municipal bankruptcy, in a case that could set a national precedent for Wall Street bondholders and pension funds in future municipal bankruptcies.

The mayor and council members knew about both of Parker's personal bankruptcies -- the first in 1991 and the second in 2011 -- and the litigation surrounding his water board tenure before they interviewed him, according to the mayor's chief of staff. They discussed both issues with him when they interviewed Parker last Friday. They say the issues were no impediment: the council interviewed two final candidates but voted unanimously to hire him.

The California newspaper The Press-Enterprise reported on Thursday that Parker filed in 2011 for personal bankruptcy. In comments to the paper, Parker said that his bankruptcy and his ability to handle the city's fiscal problems were "apples and oranges."

Calls and emails to Parker asking about his bankruptcy filings and his tenure on the water board went unanswered. An email to Parker asking if his wife Sara, with whom he jointly filed for bankruptcy in the 2011 petition, would comment also did not elicit a response.

The bankruptcy of San Bernardino, a city 65 miles east of Los Angeles, is a national test case as to whether the pensions of government workers take precedence over other payments in a municipal bankruptcy -- a high stakes issue for pension plans and their beneficiaries, and for the Wall Street bondholders who lend money to governments.

City managers are central to any city's quest to seek bankruptcy protection, because they have a pivotal role in answering questions from creditors and the court. The judge overseeing San Bernardino's case must still rule on whether the city is eligible for bankruptcy before the case proceeds.

Legal dispute
A 2009 lawsuit brought by a shareholder in the Banning Heights Mutual Water Company, where Parker was a director and then president of the board between 2004 and 2010, resulted in Parker being voted off the board in February 2010 after a court-ordered special election.

Banning Heights is a tiny unincorporated community 85 miles east of Los Angeles. The water company was formed in 1913 to provide water and today it serves about 250 residents.

Despite its small size, the water rights and land upon which the community sits are worth millions of dollars, according to John McClendon, the water board's general counsel. At one point under Parker's tenure on the water board, an entity called The Tahiti Group had placed $7 million in an escrow account to purchase the company, according to correspondence attached to court filings.

Court filings in the 2009 lawsuit, and a subsequent separate lawsuit brought by the water company allege that Parker, along with others, used their position on the board to try to sell the water company, against the wishes of shareholders.

Parker and others were also accused of withholding information from shareholders, according to those court filings. The shareholder sued in 2009 because he said Parker and others ignored the results of previous shareholder elections when they were voted off the board. Parker is not a defendant in the second lawsuit which is still active.

According to one court filing by the water company dated September 20, 2010, when shareholders gained access to the water company's office after Parker and others were voted off the board, computers were missing, hard drives had been wiped and bags of shredded documents sat on the floor.

In a deposition dated November 9, 2010 relating to the 2009 lawsuit, Parker said he never shredded documents and did not believe anyone "during our regime" on the water board shredded any documents.

After a judge ruled against Parker and others in the 2009 lawsuit and ordered a special shareholder election, they were voted off the board by shareholders in February 2010.

Background check
According to his resume, which does not mention Banning Heights Water Company, Parker has long experience as a local manager in several other California cities such as East Palo Alto, Half Moon Bay, Seal Beach and Compton.

Jim Morris, the son and chief of staff to Pat Morris, San Bernardino's mayor, said the city had done its own thorough background check on Parker before he was interviewed by the council, last Friday. His bankruptcies, and the Banning Heights Mutual Water Company litigation, were known about by the time the interview took place, Morris said.

"We talked to the attorneys involved, and pulled the court filings. These were disputes over election results," Morris said. He said the Banning Heights litigation did not involve serious issues, and that such disputes occur on small entities such as the water board all the time.

Morris said there was no reason why Parker should have included his tenure on the water board on his resume. "He wasn't employed by the water board," Morris said. "His resume was an employment resume. If someone was a member of their local homeowners' association you wouldn't expect that to be on their resume."

Parker filed for personal bankruptcy in 1991 in San Mateo, Calif., according to court records. No further details were available. In February 2011, he filed for bankruptcy with his wife, in the U.S. Bankruptcy Court, Central District of California.

According to the 2011 bankruptcy filing, Parker and his wife listed among their debts two home mortgages with unsecured balances of $267,500, as well as bank and credit card debt of $137,252.

2 scuba divers die off Calif.'s Monterey Co. coast

CARMEL, Calif. (AP) ? Authorities say two scuba divers have died while diving off the coast of California's Monterey County.

Calfire spokesman Daniel Berlant says emergency crews were sent to Point Lobos State Reserve around 2:45 p.m. Friday where they found lifeguards performing CPR on one of the divers.

Lifeguards and firefighters got in a boat and found the second diver floating just offshore.

CPR was also performed on that person, but both divers were pronounced dead after being taken to a hospital.

The names, additional details about the victims and what killed them have not been released, but authorities say one was a male and one was a female.

The reserve where the divers died is a popular diving area about four miles south of Carmel.

Online chatter continues over Dorner rampage

(AP) ? The death of ex-Los Angeles police officer Christopher Dorner in a fiery standoff with authorities has done little to quell online chatter over a man whose rampage against law enforcement created a small but vocal following.

A Mexican crooner sings a traditional ballad titled "El Matapolicias," or "The Police Killer," in a video on Facebook with lyrics paying homage to Dorner's campaign of revenge against the Los Angeles Police Department.

A video game titled "Christopher Dorner's Last Stand Survival Game" on YouTube arms the player with a handgun to shoot out from the window of a wooden cabin into a snowy, pine-covered terrain. The first frame declares him "A True American Hero."

While most supporters don't condone killing people, they saw him as an outlaw hero who raged against powerful forces of authority. They even questioned whether he really died in an inferno in a mountain cabin in a resort town east of Los Angeles on Tuesday.

They wonder whether he escaped or would rise almost phoenix-like out of the ashes to continue a mission of vengeance that left four people dead, including two officers.

Natasha Lopez, a San Diego mother who has studied criminal justice, said she has started a petition asking that an independent agency reopen Dorner's case with LAPD, in which he alleged he was fired in 2008 after complaining about a supervisor kicking a mentally ill man.

"What about those lives destroyed by the corruption of the police force. What about those Americans who are not part of the law enforcement community who have to live their lives in fear due to negligence of authorities," she said in an email.

"I believe that he has opened a can of worms for the LAPD and opened the eyes of individuals that might have otherwise been blind."

That perception caused the police department to announce it would take another look at Dorner's case to dispel any overtones of cover-up or racism, but police Chief Charlie Beck rejected any notion of appeasing Dorner, calling his acts "domestic terrorism."

Experts said the fascination with Dorner's story is rooted in the average person's feeling of powerlessness against authority and a deep-seated desire to win over the system. Most people daydream about getting back at their boss.

"People love the idea of hiding out and beating the system," said Bruce Jackson, distinguished professor of American culture at the State University of New York at Buffalo. "They get charmed with the chase and forget the reason for the chase. People cut it into two stories."

Folklore around the world is full of such fugitives, famed more for their escapes from justice than for the misdeeds that made them flee: England's Robin Hood, to name one. In the United States, Americans have a pantheon of western outlaws.

Even though the vast majority of fugitives get caught, going down in a hail of bullets only adds to the legend. Think Butch Cassidy and the Sundance Kid.

Dorner clearly put himself in the category, stating in his Facebook manifesto that he did not expect to survive his campaign to clear his name. A rambling Facebook manifesto in which police said he articulated his motives was a key element that drew many to his cause.

Internet distribution allowed people to judge him for themselves and voice their opinions under a cloak of anonymity.

They could also follow his story in real time as heavily armed police across the Southwest and Mexico searched for him. It evolved into something akin to a real-life video game ? a camouflage-clad character armed with high-powered weapons battling the enemy.

"You are participating in it on some level," said Robert Thompson, professor of television and popular culture at Syracuse University.

Still, Thompson stressed that despite two dozen Facebook pages dedicated to Dorner and some people tweeting in Dorner's name, it was still only a small percentage of the public. Most people were not fans of Dorner's actions.

"His manifesto pointed out that he was victimized, but that does not give you right to seek justice as you see fit," said Nilon Seals III, a Long Beach, Calif., analyst for a Los Angeles city agency. "You aren't a victim when you make new victims."

WASHINGTON (Reuters) - The Senate voted narrowly on Thursday to block a vote on confirmation of President Barack Obama's choice of Chuck Hagel as defense secretary, planning another vote for February 26 - when it is expected to pass.

The tally was 58-40, with almost every Republican voting no, falling short of the 60 needed to pass a motion in the 100-seat chamber to stop debate and allow a vote by the full Senate on confirming the former Republican senator to the post.

The Senate's Democratic majority leader, Harry Reid, said the Senate would vote again on the motion on February 26, after it returns from a week-long recess. Republicans said they expected the motion would pass then, after they have had more time to consider the nomination, clearing the way for the full Senate to vote on Hagel's confirmation.

With Democrats controlling a majority of 55 votes in the Senate, Hagel's nomination is expected to win the simple majority of 51 votes it needs to be passed by the full Senate once such a vote is allowed.

GMA's Ambush Wedding Was Some Serious BullshitToday on Good Morning America, a man proposed to a woman. That's what happens on morning television on Valentine's Day, right? The bride, Melissa, teared up and said yes, and everyone was very happy. Then her fianc?, Brian, informed her of the big catch: They had to have the wedding right away. Like, now. Right now. On live television. In 30 minutes.

Melissa looked as if she'd seen a ghost. The ghost of the wedding she may have wanted, a dream ? or even just an idea ? that had died right then and there around 8:20am EST.

GMA was treating Melissa, Brian and all of America to a "flash wedding." Now that Melissa had agreed to marry Brian, they (i.e., the show's producers) had 30 minutes to "plan" the whole thing. She looked like she was in shock, then squealed her agreement (like she could say no on live, national television?), got excited for a moment, and then resumed her state of shock. The parents, bridesmaids and groomsmen magically appeared in black tie and matching hot pink dresses, ready to go ? hope you wanted that girl to be your matron of honor, Melissa, because GMA already made that decision for you. (Also, hope you like hot pink, because your wedding will be drenched in it.) (Okay, I really do hope she likes hot pink; one would hope that the groom and the producers did a little research on that basic matter.)

And throughout all this, Melissa was kind of?shaking. But whatever, the bride will get over it ? let's get on with the show.

GMA had everything all figured out: Captain Arnold from something called "Nautical Wedding Bells" would officiate. She would walk down the aisle to the traditional bridal march. Her reception dinner would be at Del Friscos (aka, the restaurant with the really cheesy commercials on NYC taxi tv).

In what might be considered the greatest affront, whether you're sentimental about weddings or not, GMA presented Melissa with four very different dress options based on the random stuff she'd posted to her Pinterest page. Dude. Pinterest dresses mean nothing. Watch one episode of Say Yes to the Dress and you'll know that all those pinned images and magazine tear-outs are rarely indicative of what the bride actually likes when she tries stuff on. But you can't have a flash wedding and let a bride go dress shopping. That takes too long. The key here is FLASH. (Although, the fact that she had a Pinterest page means she knew a proposal was forthcoming, at least, even if she didn't know it was going to be on TV.)

Note that Melissa is pretty much silent at this point.

The fact that Melissa had wedding stuff on her Pinterest page tells us something: She was probably looking forward to some aspect of wedding planning. Hell, she probably even wanted some agency in the whole affair.

With 159 pins on her Wedding Day board alone (plus separate boards for rings, hair, and bridal shower ideas), it's safe to assume that Melissa was really fucking excited about her wedding. She wasn't avoiding the bridal industrial complex; she, like many women, was looking forward to it. But she was totally robbed of that experience. Instead, she got to walk down the aisle in a pre-selected dress, presumably without alterations, for all of America to see.

"She may have looked shocked, but she is so overwhelmed and so happy right now," said the matron of honor (who, don't forget, Melissa didn't actually ask to be her MoH). And one doesn't doubt that Melissa was happy; the man she loves just asked her to marry him and she was minutes from becoming his wife. That is cause for joy, sincerely. And yes, the endgame ? a happy lifelong partnership ? is what matters here. Indeed, Melissa seemed pretty happy by the time vows were exchanged. Not that she had more than twenty minutes to let it all sink in. And maybe, once she's had time to process what just happened, she'll be just as happy. Maybe, despite all that stuff on her Pinterest board, she loved the whole crazy thing.

But. But. The idea that one's wedding day is special, even if it's as low-key as they come, is something deeply ingrained in our culture. As it should be; mutually agreeing to spend your lives together is a big deal, to say the least. Brian and Melissa's wedding may have been special, but probably not the kind of special Melissa was expecting. And it sure as hell wasn't personal. On live television, with Sam Champion tweeting the shit out of it and Josh Eliot giving play-by-plays like a sportscaster of love, how could it be?

Aside from saying yes and picking what to wear from a limited selection of dresses, Melissa had no agency in her own wedding.

"It was something that she would want to do," said Melissa's father. Hm. Melissa may be down for any adventure, okay. But unless one lazy Sunday morning in bed, she murmured, "Let's have a flash wedding on national television," this probably wasn't the adventure she actually wanted. But what Melissa wanted wasn't really a factor here. She'll get over it?

There are many types of brides. There are the ones who dream of a princess wedding with an over-the-top dress and 500 guests. There are ones who want their wedding to be the occasion of their own stardom, literally, and throw themselves at the televised altars of Kleinfeld or David Tutera. There are ones who just want a nice, elegant affair, nothing over-the-top or epic. There are ones who want their wedding designed by Etsy and photographed by Instagram. There are ones who just want a nice brunch with close friends. There are ones who don't care for any part of the occasion and head straight to City Hall, sign some paperwork and look forward to their forthcoming tax breaks. And there are a million brides somewhere in between.

But no woman dreams of being rushed into a wedding on Good Morning America.

Skydex and other military contractors eye commercial markets, post-war

The world watched Tuesday as President Barack Obama announced at the State of the Union address plans to withdraw 34,000 of the 66,000 troops remaining in Afghanistan by next year. Also on Tuesday, Skydex Technologies released its new footwear for commercial use from a quiet Centennial business park.

The two events may seem entirely unrelated, but as the United States continues drawing down troop levels in volatile regions abroad, private U.S. companies such as Skydex that have depended on military engagement for revenues are looking for new commercial applications.

Afghanistan have consistently dropped from a peak of 100,000 troops in 2011 and are expected to range from zero to a maximum of 15,000 by the end of 2014. This comes on the heels of a full withdrawal from Iraq in 2011 after peaking at 168,000 in 2007.

Skydex, makers of blast-absorbing floor decking in mine-resistant personnel carriers, relies on military contracts for about 90 percent of its income and the commercial market for the remaining 10 percent. By mid-2014, the company projects a 50-50 split. Its new shoe, designed for bootcamp-style workouts is the first step in this evolution.

"It's very much in the state of shift this year," said Peter Foley, chief product officer at Skydex. "There are so many places you could put the technology, and our decision is where to put it."

The company created its trademark twin-hemisphere padding in the late 1970s for sporting goods but was immediately solicited by the military. Skydex then licensed its plastic cushion system to Nike, which the well-known shoe company used for its Nike Air technology.

Now, the 31-employee company is feverishly innovating and testing new uses for its technology.

benefit ? slowing down the impact of explosive land devices, which protected soldiers' limbs and lives. But, "The second and third benefit are really what makes us successful in the commercial market," Foley said.

Those benefits include reusability, durability and lightness that its foam competitors can't provide.

Vic Ahmed, founder CEO of the new Denver-based incubator Innovation Pavilion believes there is a plethora of opportunities from wartime that are like this but are not capitalized.

"I think it is pretty incredible how much technology has developed for military purposes. When those projects are over, they just sit on the shelves and are not used," Ahmed said. "I think that is a wasted national asset."

Michael Locatis resigned two weeks ago as U.S. Department of Homeland Security's assistant secretary for cybersecurity and communications and moved back to Colorado. Having worked in the private sector before nine years in government, Locatis said that the crossover from military to commercial applications is a growing trend.

"There is a lot more, especially in the Obama administration, around leveraging the private sector for commercializing cybersecurity solutions ... by moving to more private companies," Locatis said.
